and the slight modification in the southern boundary.
He further observes that Lord Crewe is anxious that
His Majesty's Minister should obtain explicit recogni-
tion of the claim of His Majesty's Government to terri-
torial powers within the three mile limit and to the
foreshore of Mirs Bay and Deep Bay.
I am to state in reply that Sir E. Grey concurs
generally in the views expressed in your letter and
that a copy will be sent to His Majesty's Chargé d'Af-
faires for his observations.

I am at the same time to point out that having
regard to the very strong feeling now prevailing
throughout China as to the so-called "recovery of
rights" over all foreign concessions and settlement,
and nowhere more strongly entertained than at Canton,
the present moment would seem far from opportune for
approaching the Chinese Government on the subject.
Sir E. Grey therefore entirely agrees with the sugges-

tion that action should be postponed until the settle-
ment of the Kowloon Canton Railway question, by which
